I've downloaded both the collared and decollared 1:24K datasets, but they are offset as if there is a datum shift. The metadata for both claim UTM, NAD27, meters, zone 12, but there is about a 700 foot north/south difference, and a 240 foot east/west.

I've taken the data into ArcGIS and applied both a projection to the data frame and taken if off i.e., no projection on the data frame, with the same result.

Any thoughts?
